Paul Meyer is Adjunct Professor of International Studies and Fellow in International Security at Simon Fraser University. He is a Senior Advisor to ICT4Peace, an NGO dedicated to promoting a “peaceful environment” in cyberspace. Before taking up his appointments in 2011 Paul had a 35 year career with Canada’s Foreign Service. His diplomatic postings included serving as Canada’s Ambassador and Permanent Representative to the UN and the Conference on Disarmament in Geneva (2003-07). HQ assignments included being Director General of the International Security Bureau (1998-2001) and of the Security & Intelligence Bureau (2007-2010). In the latter capacity, Paul developed an initial cyber security policy capacity within the Foreign Ministry and acted as its representative to the inter-departmental group that prepared the Government’s first national cyber security strategy. In addition to teaching a course on diplomacy at SFU, Paul writes on issues of international cyber security policy, space security and non-proliferation, arms control and disarmament.
