Murray Rankin
Chair, National Security and Intelligence Review Agency
Murray Rankin, QC practises law in Victoria and Vancouver. He focuses on public law matters — administrative, constitutional, information and privacy, environmental and aboriginal law. Murray has appeared at all levels of Court, and before numerous administrative and regulatory tribunals. He has provided legal and policy advice to agencies at all levels of government, as well as to the individuals and entities they regulate.
Until September 2019, Murray served as Victoria’s Member of Parliament for seven years. And was elected Vice Chair of the House of Commons Standing Committee for Justice and the Attorney General and the Standing Committee for Health. In July 2019 M the Prime Minister appointed Mr. Rankin as Chair of the National Security and Intelligence Review Agency (NSIRA), responsible for reviewing national security and intelligence activities carried out by the Government of Canada.
Mr. Rankin started his career as a Professor of Law at the University of Victoria before co-founding Arvay Finlay, LLP in 1990. His graduate work at Harvard Law School focused on freedom of information and he was retained by the Canadian Bar Association to promote Canada’s first Access to Information Act. When Mike Harcourt was elected Premier of British Columbia, Mr. Rankin worked with Atty. Gen. Colin Gabelmann to shape British Columbia’s landmark Freedom of Information and Protection of Privacy Act. He remains a regional editor of the Canadian Journal of Administrative Law and Practice.
