Privacy Lawyer and Consultant; former Information & Privacy Commissioner for BC
David was BC’s Information and Privacy Commissioner from 1999-2010 and Deputy Attorney General from 2010-2012. He was also BC’s Registrar of Lobbyists from 2003-2010.
David advises clients across Canada on privacy, security, access to information, lobbying, and government ethics matters. His expertise in these areas back more than 25 years, soon after he started practising law in Vancouver in 1988.
As Information and Privacy Commissioner, David was responsible for enforcement of BC’s Freedom of Information and Protection of Privacy Act and Personal Information Protection Act. In 2003 he established British Columbia’s Office of the Registrar of Lobbyists and in that role enforced the Lobbyists Registration Act.
During his decade as Commissioner, David wrote hundreds privacy investigation reports appeal decisions. He also issued many guidance documents and policy papers for public bodies and private sector organizations. Among his many other activities, David was active in work by the Asia Pacific Economic Cooperation organization to create and promote consistent privacy standards across the Asia Pacific region.
David has taught privacy and freedom of information law for many years, in the law faculties of the University of Alberta, University of Victoria and Thompson Rivers University. He has also taught at the University of British Columbia’s law faculty.
