Deputy Minister, Ministry of Energy and Mines

Formerly the Associate Deputy Minister of the Environmental Assessment Office, Dave was appointed Deputy Minister in the Ministry of Energy and Mines in June of 2013. The Environmental Assessment Office is a neutral agency that oversees the review of major projects in BC. It was established under the Environmental Assessment Act which sets out the broad powers to conduct environmental assessments. The office provides for the thorough, timely and integrated assessment of the potential environmental, economic, social, heritage, and health effects of reviewable projects and provides for meaningful participation by First Nations, proponents, the public, local governments, and federal and provincial agencies. Since July 2005, Dave served as Chief Information Officer for the Province of British Columbia and was appointed Associate Deputy Minister on October 29, 2010. In early 2012 Dave also assumed responsibility for all IM/IT Shared Services for the Government of BC. Prior to his appointment as Chief Information Officer, Dave spent two years as the Assistant Deputy Minister responsible for the Network BC initiative. Through his leadership in this project, Dave played a pivotal role in bridging the digital divide by connecting many rural and remote communities in British Columbia to high-speed broadband. Dave has a strong technical background, and spent nearly 20 years working in management positions of progressively more responsibility, both in the B.C. government and with SaskTel in Regina, Saskatchewan. He is also Chair of the Digital Identity and Authentication Council of Canada.
