Leo de Sousa is the Director, Enterprise Technology in the Technology Services department at the City of Vancouver reporting to the Chief Technology Officer. Leo holds a Master of Science in Information Management from Syracuse University and has over 30 years’ experience in the Information Technology field and has worked throughout North America and the United Arab Emirates. He leads a team of over 50 IT professionals.

Leo leads the Enterprise Technology portfolio which encompasses all IT infrastructure from the desktop to the data centre.  He also led the creation of the Enterprise Architecture and Cybersecurity practices for the City and is a faculty member at the British Columbia Institute of Technology teaching risk management and cybersecurity.

Tim is the Former Acting Director and Chief Security Officer for The City of Calgary. He brings over 39 years of experience in the security industry and is recognized as one of North America’s leading Enterprise Security Risk Management (ESRM) evangelists. Tim is a member of the Global Board of Directors for ASIS and is the global sponsor for Enterprise Security Risk Management and Digital Transformation within ASIS.

Throughout his career Tim has held executive positions at several organizations, notably as the Chief Information Security Officer (CISO) for the Government of Alberta, and as the Director, Enterprise Information Security for Suncor Energy Services Inc. Recently Tim was the owner of Risk Rebels, a global security consulting practice, and a Principal Consultant at Online Business Systems.

Tim was awarded his Master of Science in Security and Risk Management (with Merit) from the University of Leicester and attained his CISSP, CPP, and CISA security designations.

Debbie holds CISSP and CRISC certifications and leads a dedicated team of security professionals for Corporate Security’s Information Security Compliance & Advisory section at The City of Calgary. Deb is passionate about protecting the City services that citizens rely on every day to make their lives better. Over the past 20 years, Deb has worked in various security roles including System Administration and Threat Research. Deb spends more time these days on leadership, security program management, and security education and awareness opportunities than she does on the technical side, but still manages to stay up to date with Industrial Control Systems security certification. Enterprise Security Risk Management (ESRM) is her current focus as her team builds relationships as trusted advisors, bringing business value to internal clients. In her spare time, Deb owns & operates a dog training business with a special focus on reward-based training and behaviour modification for aggressive dogs.

Mike Palmer is the Chief information Officer at City of Victoria. Mike has over 20 years of experience in local government delivering technology solutions across a broad set of lines of business and key stakeholders. Mike is passionate about leading technology innovation in local government to improve citizen services and make a difference in the local community. Local government has the biggest impact on the daily lives of people in the community and now more than ever, technology plays a key role in delivering essential municipal services.

Mitch leads discussions related to offensive security, risk advisory consulting, vulnerability management, and cyber security practice maturity development in Western Canada for CDW Canada. Before moving to a pre-sales advisory role, Mitch conducted risk advisory consulting, cyber security practice maturity development, and managed security operations. Mitch has a BA focused on international security and conflict from SFU, CISSP, and PMP backed by international professional advisory experience to Fortune 500 companies.

Mitch started his career in security with a strategic security consultancy’s UAE office where he was engaged on threat risk assessments related to critical infrastructure, diplomatic security and counter terrorism, as well as cyber security strategy and policy development in the Middle East and internationally. As a result, Mitch takes a broad-spectrum approach to threat modeling and cyber security maturity evaluation to address cyber security risk systematically and ensure customers’ objectives align with their operational readiness and capabilities.

Christina Crabtree has been with the City of Maple Ridge for over 15 years. She has recently taken on the role of General Manager of Corporate Services, responsible for service deliver in IT, Finance, Communications and Corporate Planning. In her previous role as Chief Information Officer she was responsible for all aspects of the technology strategies and services relating to the City.

Grant Fengstad is the Director, Information Technology for the City of Richmond and has over 30 years of experience, spending 25 years in the private sector in Senior positions in the Aviation field including Chief Architect / CTO Air Canada and Director, Technology at the Vancouver Airport Authority. He leads a team of over 40 IT professionals and has led the innovations at the City including digital Citizen identity and single citizen facing services portal, MyRichmond providing a one-stop shop for all services provided to residents.

Jazz Pabla is the Director of Information Services and CIO for the City of Kelowna. Jazz has worked for the City of Saskatoon, University of Saskatchewan and spent 8 years in the private sector before that. He is looking for opportunities to better the lives of his team, organization and the community they support.
