Carman Baggaley
Senior Strategic Policy Advisor, Office of the Privacy Commissioner of Canada
Carman is a Senior Strategic Policy Analyst with the Office of the Privacy Commissioner of Canada where he provides policy advice on domestic and international privacy issues. Carman chairs a working group within the Office that studies and provides advice with respect to emerging privacy issues related to genetic information. Carman has made presentations on Direct to Consumer Genetic Testing, the forensic use of DNA and familial searching for law enforcement purposes. Prior to joining the Office of the Privacy Commissioner in 2000, Carman spent almost ten years with PricewaterhouseCoopers as a management consultant. One of his assignments while with PricewaterhouseCoopers involved working with a multi-stakeholder committee to draft the Canadian Standards Association’s Model Code for the Protection of Personal Information. The Model Code now forms the basis for the Personal Information Protection and Electronic Documents Act.
